当前阶段说明
当前页面不是正式拖拉拽组织编辑器，而是拖拉拽预览 Demo。它不会修改主数据，不会正式改权限，也不会改变 workflow_state，只用于说明拖拽动作如何被系统结构化、模拟和预览。
下一步方向
- 把当前“选择事件”升级为真正的拖拽交互。
- 拖拽完成后自动生成 drag_event。
- drag_event 自动转译为 change_action。
- 自动生成 org_change_simulation preview。
- 再进入审批、权限联动、审计、正式生效和回滚。
